
From March 26 to 28 in Antsiranana was held a workshop with the intention of optimally managing the marine resources of the Grande-Île. Initiated by the International Union for the Conservation of Nature (IUCN) through its “Regenerative Seascapes” project (Resea), funded by Global Affairs Canada, this activity has benefited from the support of Malagasy environment and fishing ministries, as well as international conservation collaboration.
According to information received, “ The event, organized in the context of the global framework for the biodiversity of Kunming Montreal and the protection objective of 30% of the oceans by 2030, brought together key players to define sustainable strategies ». The 60 participants, composed of staff of various entities and institutions, namely three ministerial departments (environment, fishing, regional planning), focal points of international conventions (Convention on Biological Diversity, Nairobi Convention), local intendants, organizations (Blue Ventures, CI, Famelona, Gef 6-AMP, Madagascar National Parks, NGOs, WCS) as well as National Center for Oceanographic Research (CNRO) Nosy-Be, have been convinced of the value of the Malagasy ecosystem. Of course, resolutions have been proposed: ” The creation and participative management of protected marine areas (AMP), the implementation of community governance via transfers of fishery resources (TGRH), and the adoption of other effective conservation measures based on the area (OECM) ». The speakers have drawn up prospects by analyzing the bioecological, socio-economic and cultural criteria, based on the integration of blue entrepreneurship. Consequently, “a working and reflection committee responsible for developing a governance framework adapted to the Malagasy context will be set up, bringing together ministerial and private sector”. To acquire more experiences, an exchange mission will be envisaged in the Fiji Islands (the Vanua o Lau). Having a very good reputation for its tourism development and its conservation of the marine environment, this paradise nation located in the Pacific Ocean will be able to arouse the curiosity of the Malagasy representatives.
In truth, the IUCN’s Resea project aims to establish a network of regenerative marine landscapes. The preservation of fishery wealth and the promotion of the sustainable blue economy promote the development of the country in general … This three -day workshop allowed participants to see reality. Defense of nature requires an effective approach to natives. Since they are governed by us and customs, playing the sensitive rope is necessary in order to reassure them, and above all to gain their confidence. It must be admitted that tradition and manners occupy a preponderant place in the life of the rural world. There, Mother Nature is a large house that must be maintained. An obviousness that the initiators of the event understood. Indeed, the goal is not to impose. On the contrary, they subscribe to the idea of local inhabitants by bringing their support and expertise.
